Apartment Review for Rio Terrace Apartments - Sacramento, CA

This was the worst apartment complex I have ever lived in. I moved into the complex on very short notice an the manager John C. was so nice an helpful(so I thought)he was just desperate to get me to move in!!! The unit I looked at an put the deposit down for was not the unit I got keys to upon move in. The unit was awful old stained, smelly carpet, mold stained window sills,burn holes on kitchen floor, only living room was painted, kids were in master bdrm unattended since apt door was unlocked.I had the uhaul in the parking lot not exactly the time to argue. My new neighbor was a loud obnoxious mother of 5 ages 3-17yrs who also did daycare(would have never agreed to)!! All in a two bedroom apt mind you. The noise was unbelievable from the 2nd day until the end.Blasting music in bedrooms,screaming children,door slamming,tv's blaring way past midnight,fighting on an on. Summertime they were outside screaming yelling an hanging out on the stairs, winter all the noise was below me day an night. "Manager John" was well aware of issues and never did a thing. "Owner Janet" was also well aware but always claimed she was not informed of any ongoing issues. Maint, is a joke 2 mnths of reqst had to be made to fix a leaking toilet that was causing the floor to become soft!! All of my appl had to be replaced(fridge,stove,dishwasher)because they were so old they just quit working. My ac (wall) unit didn't work for one whole summer. After a bad storm/power outage the old wiring in the building had issues and NONE of the outlets in my kitchen worked,and it fried my computer,microwave,telephone etc more than once. My parking spot was always being taken up by everyones guests including the managers!! Every time it rains much of the parking lot floods to the point you cannot get into your car.The street is the worst in the area come to find out. Cops are always at the low income housing at the end of the court. There was a murder last year right outside my apt,I heard the gunshots while watching t.v. I had several altercations with neighbors about basic things that should never result in fighting(not here)the uneducated neighbors resort to screaming swearing threats an insults. One woman even attempted to kick my door in when I told I was not going to continue the conversation with her right then due to her causing my child to cry, an would talk to her after everyone had calmed down!! She was arrested several times for disorderly conduct/drunken public an even reported by other neighbors for child abuse but still lives there an management is aware. I stayed because I was trying to build rental history an save money to buy a home and I HATE moving.Boy did I learn my lesson. It started out BAD but I am tolerant an I never imagined how bad it would get. If you are a single mother I know cheaper rent may sound good IT IS NOT WORTH it. You will get what you pay for an this complex is sub standard. On my last night there the manager John an his adult daughter who lives with him were outside DRUNK screaming an fighting in the middle of the street with the daughters boyfriend. YES that is MANAGEMENT imagine the tenants!!I just laughed to myself an was thankful to leave the GHETTO nightmare of a complex behind. NOW "Owner Janet" is trying to charge me to have the unit painted when it wasn't painted when I moved in and charging me to have things fixed that were already damaged !! But the unorganized, unprofessional, manager JOHN never wrote those things down on HIS copy of the walk through an I have to take time outta my day to go to court an fight it. WARNING: terrible place to live,old run down units that cost WAY to much for what you are getting. Ghetto neighbors,unsafe street,very poor management an uncaring owner. Make sure you keep a copy of everything you are given or turn in. An don't expect the manager to be in his office during posted office hours.(You have to knock on his door to address anything with him in person).
