Small older complex rapidly going to seed due to owner's extreme reluctance to invest any money. Rent raised three times in the last two years, but worn out carpet, appliances, etc not replaced until tenants throw a fit. Some apts have 10+ year old carpet that was cheapest to start with. Absoulutely outrageous pet deposit ($1500).  Need to rent an apartment?
