No maintenance gets done, marijuana smell

After I moved in I realized no maintenance had been done. The painting is awful, the cleaning was horrible and the rugs are filthy. The marijuana flows freely. My unit is drafty, cold and smelly. Lots of noise here. I am looking for another place to move.I can never get maintenance done. People across the street are always loud and you can smell the marijuana from there. You can hear your neighbors.  Need to rent an apartment?
